Kate can assist with strategic planning and needs assessment to help local authorities and housing providers to meet their strategic objectives and use their resources in the best possible way in a challenging marketplace.

To assist with strategic planning and needs assessment, Kate uses SOAR (strengths, opportunities, aspirations, results) which is a strategy formulation and planning framework that allows an organization to plan its most preferred future. SOAR takes the Appreciative Inquiry philosophy and applies it to provide a strategic thinking and dialogue process.

Kate utilises document reviews, interviews with key commissioners and stakeholders, internal planning sessions, focus groups with customers and front line staff, together with support and training for staff and help with organisational restructures.

Kate has carried out a number of strategic reviews of HRS-funded services for a range of local authorities and support providers. Her detailed understanding of the HRS world and the wider commissioning framework within which it operates has enabled her to provide clients with a clear analysis of the latest position and practical guidance on the steps necessary to improve performance and ensure a better strategic fit.

She has also developed new innovative service models, including provision of advice to commissioning authorities, part funded by DCLG (as a senior consultant with Chartered Institute of Housing), been involved in strategic review of health and wellbeing outcomes for local authorities, carried out strategic reviews and needs assessments for local authorities and housing associations and worked to assist local authorities to adopt a strategic needs-led approach to necessary efficiency savings.
